SRamakrishnan it is to balance output to 0 when voltage is set to 0. post new build, just set the voltage and current to 0 and use voltmeter and keep the trimpot rolling until the output is 0

SRamakrishnan it is because of AC transformer winding. some transformers has few more winding and the AC input voltage will be slightly more which could give higher output voltages. no need to worry. 27 is normal. if you still want 30 or more voltage, you can I create the main filter capacitor or change transfer . you can use 15 -0-15, which gives you 34 voltage
