Earth wire had no continuity added a serated washer and wire loop to improve. Capacitor was touching heat sink. Added spacer. Ran short for about 3min while ramping up and down between test points. 10 min later opened heat sink hot to touch about 40 Deg C. Open circuit voltage about 62 volts DC across the range. On AC meter measured 0 volts. Frequency = 0 Hz. Now to do a weld test. DC Polarity correct as indicated.
